Generally anything consistently above 50% is definitely high. Obviously,
you will have spikes here and there that will reach close to 100%. Most
Fast Ethernet networks hang out at less than 5% utilization most of the
time. Typically only fast ethernet interfaces in the backbone or core of
the internetwork will reach these higher utilization levels, but most of the
core interfaces are using gigabit ethernet, ATM, or some sort of port
aggregation.
