Technically speaking, IPSEC is not an encryption protocol. It is a security
framework (RFC 2401).

Encryption of the payload being sent is supplied by ESP (Encrypted Security
Payload) an this occurs in IKE Phase II.

Subject: encryption

when we talk about encryption and tunneling, we think
about IPsec, PPTP and L2TP. Are these layer 3
protocols? If not then where do we place them in OSI model.
