PVC 0/16 is ILMI pvc, this is used to receive snmp traps & new network
prefixes from the switch.

PVC 0/5 is QSAAL pvc, this is used as a signalling pvc. This is
realistically an out of band signalling PVC. SVC call establishment,
termination etc. take place over this PVC (It is a pvc itself)

Finally, PVC 0/5 is compulsory, since it provides signalling, call setup
etc.

PVC 0/16 is NOT required if you are using full NSAP addresses and dont want
the router to get the prefix portion (and use esi-address itself to complete
the full NSAP address).

Both of these are to be specified on main ATM interface only (not on
subif;s)
