BGP confederation peers lists the member autonomous systems to which this
router is connected.
This command tells the BGP process that the EBGP connection is confederation
EBGP rather than normal EBGP. Only EBGP confed peers ASs have to be there
If there is no peering between confed ASs - You don't need list them there
The same stuff as with normal ASs.
