There was a document on CCO in Tips and Tricks, but it is gone?

The old document suggested the normal burst should be 1.5 * the rate in
bytes and excess burst should be 2 * excess burst in bytes.

I've been going through various documentation on CAR but am unable to
find
specific information on what is the best practice method for selecting
normal/excess burst values if only the the actual interface bps has been
supplied.

Does anyone know of a good method of determining these values?
