An alternative would be not to use backup but to use a different trigger for the link. What you could do is configure BGP (or any other process that involves regular polliing or hellos) set the destination as the other end of the backup link (loopback) configure a floating static over the dialler and set the dialler so that BGP is interesting traffic. (if you are using BGP in your network, block this from the normal link)
When the link is up the BGP goes over the link and is blocked. When the link goes down or when the PVC goes down and the remote neighbour goes, so do the routes. The floating route comes up and BGP triggers the link.
Try it, it works and is reliable.

the physical layer has to go down before the line will come out of standby.
If you put the PVC on a subinterface then the backup will take over when
the PVC goes down.
You may still have an issue with which one calls the other one first.
