ISDN question

Greetings,

I am working from Solie''s book on ISDN chap 16 ppp authen, callback,
multilink.
The lab call for both routers using the ISDN as a backup for the point to
point serial using subinterfaces over frame. They also ask for both ends to
call one another. My question is this when you use the backup interface
command it puts the bri interface in standby. If you unplug either end of the
frame circuit, the ISDN will start to dial. However, they never connect
because the remote bri interface stays in standby. If you disconnect the
frame connection for the standby interface then it works. How can I get the
remote interface to recognize when local interface is down
