A couple of things I can suggest.

- check permit list on Cat switches, "show ip permit"
- get sniffer trace on the HPOV server. If it's a Solaris box, you can
use "snoop -o /var/tmp/cat-tftp.cap host <switch's sc0 ip>"
- are the switch and OV server on same subnet? Is there a gateway
involved?

And you're right, tftp uses UDP port 69.
