My understanding is you require 'ntp authenticate' and ntp
trusted-key' commands to enable the authentication. The ntp
authentication-key command is used only for specifying the key but
only through 'ntp authenticate' and 'ntp trusted-key' command you
will specify to enable the authentication and also the key to
trust.

'ntp trusted-key' will Authenticate the identity of a system to
which NTP will synchronize.
