I have a router 1605R and normally I can telnet in, but now when I
telnet I got % Connection refused by remote host error message. I have
tried the following:
1. telnet it from the router itself
2. removed both access-list on the ethernet interface which connect to
the Internet and line vty 0 4
3. clear all the vyt lines
Here is the configuration under line vty 04:

exec-timeout 0 0

login
no exec

The no exec was added during the troubleshooting.
The debug shows (when I on the router and run telnet 10.1.1.254):
