Why neighbor is not required for OSPF configured as ip ospf

Hi,

In CIM, I saw neighbor is not configured when ip ospf
network broadcast is used under interface for OSPF
over frame relay.

I want to know why? What's the difference between ip
ospf network broadcast and ip ospf network
non-broadcast? Hello interval and dead-interval are
different, anything else?

WHat makes neighbor unnecessary when ip ospf network
broadcast configured?
