Ethernet Loopback Plug

I am trying to bring an Ethernet interface up using a loopback plug.
Pin 1 to 3 - 2 to 6. I am able to get a link light on the AUI adapter,
however, the interface remains in Up/down state.

I use the same plug on my NIC for my PC and am successful in pinging the
device. What is the difference between a NIC and an Ethernet interface
on a router? I am familiar with the 'no keepalive' interface command,
but that is not the solution as OSPF/EIGRP neighbors will not form on
the interface.

How can I make a Ethernet loopback adapter that will pass pings? This
has to be possible.
