Adding to what Jason has mentioned...

* If using CIR=MINCIR, or transmitting at the telco provided rate, there is
no BECN to be received, and hence the traffic doesnt need to be throttled
(decreased).
* Used mainly in VOICE environments, where ideally you must NOT transmit
above telco provided CIR, and hence should turn off adaptive shaping.
