OT: Possible Hardware Problem with BRI Interface

Has anyone ever had trouble with activating the BRI 0 port on a 2503 router?
I've swapped cables and ISDN simulator ports to isolate it to the physical
BRI port, which doesn't even flash green. Here's the debug output:

%LINK-3-UPDOWN: Interface BRI0, changed state to up - ISDN T3 timer expired

This is triggered when I type in the ISDN SWITCH-TYPE (basic-ni) statement.
Until then, it sits there in "activating" state. At that point, the debug
states:

BRI: Timer T3 expired. Activation halted

Looks like a bad BRI port??
