ARP Enties

I encountered something weird, I am unable to ping a particular address within
a subnet. When I look at the arp table on the L2/L3 device, I see an entry
for all IP addresses in the subnet but the one that I am not able to ping has
and age value and the rest remain at age zero. Could someone help me to
understand the age value in relation to the show arp command?

I read on CCO that the age is the amount of time the entry has been in the
table. If all the devices are behind a firewall, I should have the same MAC
address for all IP address mapping (which I do), why then is only one of those
entries aging? I tried a clear arp and then ping each device in sequence and
the same happens. Any insight would help. TIA
