I do need to add ipx watchdog-spoof to keep the line from coming up.
I think that in the real world the licensing broadcasts (457) would have
to be filtered out.
During the quite period, any interesting will bring up the link. As
long as the dial maps accept broadcasts, then the licensing broadcasts
would be interesting.
