Armand,

Couple of things :

1.Your dialer list has ACL 100 with ip any any.Instead of this u could have
it as - dialer list 1 ip any any ...will make no difference to your problem
but will save u typing in a line of ACL as its same.

2.Coming to the issue
- verify if the link comes up due to IGRP routing bcast.
- configure Snapshot routing to solve the issue.
- if its any other traffic then create a restrictive Dialer list.
