Solie ISDN - to passive or not to passive?

Hi,

I'm confused about Solie's statements about put ISDN
interfaces in the passive mode.

In pg 519 right above fig 7-10

"We made the BRI interfaces passive to eliminate the
routing updates from triggering a call"

But the example follows does not use passive mode,
instead he explained it in pg 522:

"An important note here is that we have not made the
BRI0 interfaces passive under the IGRP process. This
is needed so that routing traffic will pass over the
ISDN link and the snapshot routing process will keep
this line from coming up needlessly."

However, in page 534 "useful Tips and Tricks" bullet
#4, he stated

"If your link appears to stay up indefinitely, or if
you see the link constantly connecting right after
disconnecting, make your dialer-group list more
restrictive. Also, be sure that the ISDN interfaces
are listed as passive under your routing process."

Is he saying we should put ISDN in passive mode unless
we are using snapshot? What exactly is the general
rule we should follow?
