The maximum FE portrs are 5 within the box. This any
ports on the I/O controller board. I found this out
the hard way on a 7200VXR NPE-400 router. The 10baseT
and any T1 card (even 8 port T1) does not get counted
towards the 600 bandwidth points.

Per URL above:
-Left side, bus 1 (slots 1, 3, and 5) and I/O
controller (slot 0) has a 600 point maximum.
-Right side, bus 2 (slots 2, 4, and 6) has a 600 point
maximum.
