Yes. You still need the frame-relay interface-type DCE command on the
interface(s) that will be switched. The DTE-vs-DCE cable/clocking issue
concerns the physical layer, and the frame-relay interface-type command
deals with the logical layer.
Having a physical DTE and logical DCE (or vice-versa) interface works fine.
It isn't that common in the field, but I've used this functionality where
we were delivering Internet to a customer on a PVC of a frame circuit
which also had other PVCs going to a legacy FRAD with internal CSU on
premise.
So we switched one-to-one the PVCs going from the carrier to the FRAD
with the frame-relay interface-type DCE command there, and configured a
sub-interface on the carrier-side PVC that we wanted to route IP.
Still working fine after a couple of years.
