The way I've heard it is the creator of the initial CCIE lab exam claimed
the first assignable number, making Terry Slattery, CCIE #1026, the first to
actually take and pass the exam, non-Cisco or otherwise.
But I personally also like to give recognition to those Cisco Top Guns that
are out there. These guys predate the CCIE program and were grandfathered
in. I met a Top Gun at Networkers this year and he said the Top Guns were
assigned numbers starting with 1. His number is 7.
