Yes, but if network delay is substantial I have found that the clients of
both R3 and R6 will eventually start claiming that they are "insane" due to
time differences. They only happens when the poll delay gets to maximum and
they will eventually sync back up, but Im not willing let my clocks jump all
over the place.

Your correct on the recommended approach, its Just my preference of doing
things.

Refer to cisco docs,
Cisco recommend backup NTP Server should be a NTP Peer of Master not NTP
Client,
so R6 should be NTP peer of R3
