No you have to be in config mode to define a vlan

3550_3#conf t
Enter configuration commands, one per line. End with CNTL/Z.
3550_3(config)#vlan ?
  WORD ISL VLAN IDs 1-4094
access-map Create vlan access-map or enter vlan access-map command mode
  dot1q dot1q parameters
  filter Apply a VLAN Map

I am also still learning on this new box.

Try the same command from privileged exec mode and NOT config mode. Ex:
cat3550#vlan 100

I don't have a 3550 to test, but that's the way its done on all other
3500's.

Subject: Basic config of the cat 3550

All,

Allrighty, I've finally got my paws on a catalyst 3550. I've accessed
the software config guide for the 3550 on the Doc CD but things just
ain't quite right!

The Doc CD instructs the user to access the vlan-config mode by typing
in the following global config command...

vlan <vlan id>

Here's what I'm getting from the switch...

cat3550(config)# vlan 100 ?
Unrecognized Command

I'm definitely missing a step. Could someone point me in the right
direction? I'm hoping that CCO has a page that walks the user through
some basic setup configs for the cat3550.

Thanks for the help!
