With the subnet mask you have used (/24) the 0 in 128.100.1.0 is your
network number.. and therefore not a valid useable IP address. 0=network
255=broadcast
If you must use 0 as your host address, try a /23 instead (255.255.254.0)
which will make 0 a valid host address.
