This link that someone just posted indicates that LLQ is THE way to go for
delay-sensitive traffic. I think we were worrying too much about the
language "more likely to drop than delay," which might send us away from
LLQ, and make us think about rate limiting. Rate limiting does not help our
delay sensitive traffic get there any faster than other traffic, though.
