did you try using a "offset-list"? That will increase only the delay portion
of the metric.

With EIGRP and IGRP offset-lists directly modify the delay metric. So an
offset-list value of 20 would increase the delay metric by 20. An
offset-list would be the preferred method if:
You only wanted to influence a particular path being advertised by R4.
Additional routers were connected to the 10.1.3.0/24 subnet and you did not
want to influence paths that they originated.
Or were you talking about the "metric weights tos k1 k2 k3 k4 k5" command
