According to Solie's book CCIE Practical Studies Volume I (page 363) the "no
arp frame-relay command" should disable arp responses on that interface.
After testing, I found that even with this command a router will still
respond to arp requests and continues to send arp requests as well. It
doesn't seem to have any effect on the frame relay inverse arp process. CCO
doesn't seem to clear it up either. The CCO summary states that the command
"Enables ARP over a Frame Relay encapsulated interface."

Does anyone have any insight to how this command works?
