The 2500 must have boot roms that support the 16MB of Flash-

4.14(9.1) BootStrap won't.

You can order the bootroms from Cisco, there used to be free, but that was a
Y2K issue.

Be careful when installing. Just look for the FW1 and FW2 numbers and make
sure you replace the appropriate bootrom with the newer version.
