Can't do CBWFQ in the frame-relay class, only at
sub-interface or major interface. When? It depends
on too many variables to give you a generic answer.

Too detailed to answer easily. You have to
understand when to use which tool. I suggest taking a
QoS course.

CQ 0 is a priority queue. Definetely don't want to
use that for "generic traffic". Only delay-sensitive
traffic. Frame-Relay traffic-shaping uses queueing.
Don't HAVE to configure it. If it's E1 or below, it
uses WFQ by default.
