Change one of your frame map statements to agree with the pvc number of the
other map statement.
frame-Relay map ip 10.0.0.2 101 broadcast
AND
Frame-Relay map ip 10.0.0.1 101 broadcast
OR
frame-Relay map ip 10.0.0.2 102 broadcast
AND
Frame-Relay map ip 10.0.0.1 102 broadcast
