Was looking at your answer and what others wrote:

Looks like it depends on what is needed ? if the ISDN
link is part of the routing protcol which i guess it
is (bcoz u said no Hellos) the link will be up with no
hellos due to the OSPF demand ckt though that route
may/may not be in route table based on cost. When Fr
link fails that route will get added.

Dialer watch will be needed if u need to backup the
link such that conditions are met and it is on look
out for missing route.

So i guess it depends on Q and what conditions.
