The SNA SAPs are a bunch of binary numbers expressed in hex that have in one
thing in common. The two bit in each number is turned off. 0x00, 0x04,
0x08, for example. (The one bit flips to on for responses, and is pretty
much allowed to flip as it needs to-- meaning you do not have to allow for
it in the access-list, as you would with some other kinds of access-lists).

I am sure someone else has a more elegant way of putting that last sentence
or two.
