I've pondered this for while and I read somewhere that the command for IPX
holdtime command affects the "opposite' router not the local one it's
configured on. If you wanted to change it on one router without using the
command on that router, you might try and enter the command on the other
router. I haven't verified this myself.

There have been several question with ospf dead intervall and ipx hello
intervall in this group.
That you can change the dead intervall without using the command ospf dead
intervall by changing the hello intervalls.
Is there a similiar trick to change the ipx holdtime without using the
command?
