DHCP does not provide any backup or redudancy features. The best way is to
split your ip range into two and have each router serve half.
At work I always use a subnet twice a big as the possible number of clients
and split the DHCP range which then run on two different servers. If a
server fails the remaining server has enough addresses for all the clients.
