I haven't seen this exact problem, so I'm not sure of the solution. If
someone knows the error codes, you can figure it out quickly. Will the
system boot if you remove the flash entirely? Or can you [BREAK]
immediately, set config-reg to 0x2141, and boot to bootrom? This might help
determine if the problem is in the flash or elsewhere.

Three ideas come to mind:

(1) Dissimilar size flash sticks -- you can use 4MB and 8MB flash together
to give you 12MB; the larger one has to be in a particular location and "sh
version" will indicate 16MB. If you swap positions, you will get an error
message.

(2) Mismatched (different manufacturer) flash, or one flash bad -- does this
router work if you install a pair of sticks from a working 2500? Be sure to
keep them in the same order. (By the way, you can also use flash taken from
a 4500/4700.)

(3) Bad dram or motherboard that cannot read your memory.
