Sounds like you put in a double-sided 8Mb flash simm...

2500 series routers will NOT support double-sided 8Mb flash simms.

It will show the 16Mb of flash, but when it goes to write to the simm, it
will write to the first bank of 4Mb, then will overwrite the first bank
again, rather than write to the 2nd bank of 4Mb...

Do a 'sho flash all' and make sure that all of the chips are of type
'29f016' (or at least end with 016)... if they show up as ending in 08, then
you have a double-sided 8Mb simm.

I was just thinking has this got to do any thing with
having two flash chips (8+8)

I have not made any partition and other ios do not
give me this problem but the other ios is just 7 Mb
