Where is your voice compression module on the router, I dont see that on sh
ver of your router. MC3810 has either VCM (voice comp mod)or HCM(high perf
comp mod). If you dont have any DSPs on the router the voice ports are not
initialized.

You are running an old code that showed this problem, I dont recall the
exact bug id but 12.0.9 for mc3810 has been deferred. Try changing the
code.
The next up from 12.0.9 was mc3810-a2binr3v2-mz.120-10.bin
