Not to completely convolute the issue but,

Is the requirement to block ONLY these networks or to simply block them....

Trust me....this type of thing will burn you.

If the requirement to block them is simply to block them with no regard for
anything in between then you could easily say deny any.

It isn't usually that cut and dried but you want to be sure before wasting a
lot of time on subnet masking. If this type of scenario appeared on a lab I
personally would take the requirements in context of the networks you
actually have in your network. If in doubt...ASK THE PROCTOR....

I can do it in 3 lines but I believe that there is a way to do it in 1
