Priority keyword is used to open up 4 Queues for separating DLSW/SNA
traffic.
Cost is associated with a neighbor to specify "preference" among available
neighbors and which one to use (lowest cost preferred). There is also a way
you can distribute the number of circuits formed in a round robin manner.
