I think you're missing
"dialer callback-secure" on the receiving side. (Which Cisco says optional
but try it anyway.)

I tried this config with 12.1(13), 12.1(14), 12.1(15), 12.1(16) and
12.2(10a). If calling end is 11.2 the same configuration works fine with
any 12.1 or 12.2 on receiving end. I haven't tried 12.0 code but I'm going
to try in few minutes and let you know.
