No, the lower the preference the higher the priority. By default all
dial-peers carry a peference of 0.

Hello,

If you have 2 or more dial peer on a router How do you set priority on dial
peer to specify which peer has priotity over the other when phone call comes
in. This is not priority for voice over data.
