"Be" represents the amount of excess data that you are able to send in the
FIRST interval (1 time a second) if enough tokens are available, not at
every interval (8 times a second with a Tc of 125ms and 100 times a second
with a Tc of 10ms)...which explains why it is 32000bps and not 4000
