Both are used for filtering prefixes received from a neighbor, but there is
a major difference.

Filter lists filter with AS PATH access lists, while distribute lists filter
with access lists.(or prefix lists)

So basically say if you want to filter prefixes recd. from AS 100 (or passed
thru AS 100 etc) you would use flter list.
And if you want to accept only a subset of prefixes from a particular
neighbor, you create an access list/prefix list and then use distribute list
to apply them.
