Jonathan,
IS-IS has two modes of linking (as OSPF): point to point or multipoint.
AFAIK, not like OSPF, you can not force the network type to be used
in an interface.

A frame relay main interface is for sure considered a multipoint,
whereas a point to point subinterface is not. No mix and match...

Sounds about right ?
