Before a call is completed capabilities have to be matched, and capabilities
are exchanged through voip dial-peers. So when a router receives a voip call
it looks for voip dial-peer and negotiates the capabilities defined under
that dial-peer. If it does not finds any voip dial peer then as you said it
will match with a null dial-peer and exchange default capabilities. After
successful exchange of capabilities the call is then matches to a pots
dial-peer and handed off to the terminal device through the port defined
under pots.

there are INBOUND dial peers concerned:
normally we do not need to create dial-peers for inbound calls. there is a
default dial-peer 0 in IOS.
Although in some cases there is matching performed between incoming call and
inbound dial peer.
in such a case there might be CALLING number compared with
destination-pattern.
For outgoing calls CALLED number is of course compared with
destination-pattern.
