The numbers aren't recycled (otherwise 1025 wouldn't still be associated
with Terry Slattery, even though his certification has "lapsed").

On a related subject, I met a very interesting gentleman at San Diego
Networkers this year. He was one of the pre-CCIE program "Top Guns." I asked
him if his Top Gun status was grandfathered into the CCIE program and he
said yes. I then asked him what number was given to him. He held up seven
fingers. So I believe I've met CCIE #7. Or 007, if you'd like.
