Eigrp passive-interface and summary-address

Dear All,

I know this has been discussed before but searching on the archives with no
relative hits. The issue is about eigrp passive-interface enabled and
summary-address also applied on the same interface, actually it is from
TCP/IP Vol1 p380, the summary address cannot does not sendout. I have tried
12.1 and 12.2 IOS with the same result. The IOS version when the book was
published should be 11.3. Anyone can confirm it is IOS issue? Or anyone can
explain why enabling passive interface will affect summary-address? BTW, the
case is about on ethernet segment eigrp redistributed with igrp and eigrp
side applies passive-interface to common segment. As per below figure
