There used to be some free utilities on www.boson.com, which really made
this make sense for me finally. They have a "wildcard mask checker" that
lets you immediately see the results of a mask.

Using this tool, I think the correct answer is 172.16.80.129 0.0.0.126 to
permit

172.16.80.129
172.16.80.131
172.16.80.133
etc
