In a lot of the practice labs(CCIE practical studies ,etc) , in regards
to
the ISDN, they commonly state,
"make sure you can ping the local ISDN interface before moving on".
Q.> Does this requirement point to a specific technique ?

Does it point to the dialer-list statement ?
ie,
dialer-list 1 protocol ip list 101
access-list 101 permit icmp any any echo
access-list 101 permit icmp any any echo-reply
