FRTS- Rule of thumb for frame-relay traffic-rate??

Does anybody out there have a rule of thumb for figuring the "average
traffic rate" for the following command...

frame-relay traffic-rate average [peak] Defines the traffic rate for the map
class.

Obviously it depends on the remote end, but is there a safe way to configure
these, like say...

!
map-class frame-relay CMN384_equals_CIR
 frame-relay traffic-rate 192000 1544000 (384 CIR)
!
